From Plans to Power: Delivering Universal Access through REMP 2.0
Today, we joined the Rural Electrification Authority and the Ministry of Energy for the launch of the Rural Electrification Master Plan (REMP 2.0),a critical step towards achieving universal electricity access by 2030.But let’s be clear: plans do not change lives, delivery does.
At the Presidential Delivery Unit, our mandate is not to produce strategies that sit on shelves. It is to ensure that national priorities are implemented, tracked, and delivered on the ground, at pace, and at scale. REMP 2.0 provides a strong roadmap. The real work now is execution. That is why we emphasised three non-negotiables for delivery:
- Time – projects must move with urgency if we are to meet 2030 targets
- Quality – infrastructure must be reliable and built to last
- Cost – solutions must be least-cost and maximise impact
Beyond execution, the role of the PDU is to bring all sector players to the table and ensure alignment behind one shared national goal. Electrification requires coordinated action across Government, cooperating partners, and the private sector. We work to break silos, strengthen accountability, and ensure that efforts are not fragmented, but instead moving in one direction, with clarity of purpose and pace of delivery.
The commitment by REA to universal access is aligned with Zambia’s broader delivery agenda, including the target of 10,000 MW installed capacity. Because energy is not just about electricity, it is about economic transformation. It powers:
- Mining and industrial growth
- Agricultural productivity and agro-processing
- Healthcare, education, and digital services
And ultimately, it is what will enable Zambia to transition into a resilient, productive, middle-income economy. REMP 2.0 is not the destination, it is the starting point for delivery. The PDU will work closely with implementing agencies to track progress, unblock constraints, and hold the line on execution, ensuring that electrification reaches the last mile.
Because success will not be measured by the strength of the plan, but by the number of households, schools, and businesses connected to power and the opportunities that connection creates.
